Mortgage loans are granted by the Bank on the commercial and contractual basis on the principles of repayment, profitability, safety, purpose and duration of the loan for the following purposes:

- Construction of individual residential house in compliance with regulations and standards of construction on the basis of individual or model project, in accordance with the procedure, set by the legislation;

- Reconstruction of individual residential house in compliance with regulations and standards of construction on the basis of individual or model project, in accordance with the procedure, set by the legislation;

- Purchase of individual residential house or apartment in the block of flats.

Loans are given in national currency of the Republic of Uzbekistan to all eligible citizens of the Republic of Uzbekistan in accordance with Art. 22 of the Civil Code of Uzbekistan, having permanent job and profits from their activities, capable of acquiring and exercising civil rights and obligations in accordance with the Civil Code of the Republic of Uzbekistan.

The key features, terms and procedure for extending retail loans, financed from the special Mortgage Lending Fund, are set by the «Regulations on mortgage lending of housing construction, reconstruction and purchase of housing», approved by the Resolution # 2 of the Cabinet of Ministers of the Republic of Uzbekistan of January 3, 2007.

Amount of mortgage loan, issued by the Bank:

- Not exceeding 4000 (four thousand) minimal wages, set by the current legislation of the Republic of Uzbekistan, for construction and purchase of individual residential house in the city of Tashkent;

- Not exceeding 4000 (four thousand) minimal wages, set by the current legislation of the Republic of Uzbekistan, for reconstruction of individual residential house and purchase of apartment in the block of flats in the city of Tashkent.

Amount of mortgage loan, issued by the Bank to young families:

- Not exceeding 3000 (three thousand) minimal wages, set by the current legislation of the Republic of Uzbekistan, for construction and purchase of individual residential house in the city of Tashkent;

- Not exceeding 2500 (two thousand and five hundred) minimal wages, set by the current legislation of the Republic of Uzbekistan, for reconstruction of individual residential house and purchase of apartment in the block of flats in the city of Tashkent.

Term of mortgage loan is up to 7 years.

At least 25% from the loan amount has to be paid in cash by the borrower as the initial contribution – in the form of deposit account in national currency, opened in the name of the borrower.

Mortgage loans to young families are issued by the Bank for the term not less than 15 years.

The amount of the borrower’s own resources shall be not less than 25% from the total value of loan. These funds shall be kept in the deposit account, which is opened in the name of the borrower or shall be presented in the form of conducted construction services, construction materials, purchased by the borrower at the expense of his own resources in the amount of not less than 25% from the projected value of the constructed house or cost of reconstruction.

Mortgage loan to young families is issued by the Bank in the amount of up to 75% from the cost of «housing».

Loan interest rate: 20 % p.a.

Young family mortgage loan interest rate shall not exceed the current refinancing rate of the Central Bank of the Republic of Uzbekistan.

Interest rate on the loan deposit is set in accordance with the amount of the borrower’s own resources, placed in the form of time deposit. Interest on the loan deposit is used for the repayment of mortgage loan interest according to the schedule of payments, which is integral part of loan agreement.

Term of loan deposit can not be less than the term of mortgage loan.

Changes in the refinancing rate of the Central Bank of the Republic of Uzbekistan or changes of the interest rate policy of the Bank may cause decrease/increase of the loan interest payments. These changes will be made to ammendment of loan agreement.

In exceptional cases conditions of granting loans can be changed only upon the decision of the Bank’s Council as long as it complies with the existing legislation of the Republic of Uzbekistan.

In order to receive mortgage loan for construction of individual residential house the applicant shall submit the following documents to the Bank along with the application for loan (indicating the amount of loan):

  • Application of the Borrower;
  • Borrower’s residence certificate, stating information about all family members of the borrower and copy of the borrower’s passport (co-borrower);
  • Notarized copy of a document that confirms the applicant’s right to a land lot (permanent use, lifetime inheritance or ownership rights), used for individual residential housing construction in accordance with the established legal procedure;
  • Income statements of applicant and family members, living with the applicant, issued by employer from the permanent employment place (in case of permanent employment) for the last 12 months or copies of annual tax return forms of applicant and his family members for the last 12 months, authorized by local tax authorities;
  • A copy of the project for construction of individual residential house approved by the borrower and agreed in accordance with the current legislation.

Project for construction of individual residential house includes:

  • Plan of a land plot with indication of ground-based and underground utilities;
  • Plans of foundations, basements, floors, maps of cuts and facades of residential house;
  • Design brief and project costs;
  • Copy of savings book, indicating placement of funds on savings deposit account, opened with PJSB «Trustbank» in the name of the borrower for the amount not less than 25% from the total value of loan;
  • Preliminary calculation of the cost of construction services and materials, purchased by the borrower.

In order to receive mortgage loan for reconstruction of individual residential house the applicant shall submit the following documents to the Bank along with the application for loan (indicating the amount of loan):

  • Filled and signed application and statement of the Borrower, made in line with the form, established by the Bank;
  • Applicant’s residence certificate, stating information about all family members of the applicant and copy of the applicant’s passport (co-borrower);
  • Notarized copies of documents that confirm the applicant’s ownership right to reconstructed individual residential house and right to a land lot (permanent use, lifetime inheritance or ownership rights);
  • Income statements of applicant and family members, living with the applicant, issued by employer from the permanent employment place (in case of permanent employment) for the last 12 months or copies of annual tax return forms of applicant and his family members for the last 12 months, authorized by local tax authorities;
  • A copy of the project for reconstruction of individual residential house approved by the borrower and agreed in accordance with the current legislation.

Project for reconstruction of individual residential house includes:

  • Plan of a land plot with indication of ground-based and underground utilities;
  • Plans of foundations, basements, floors, maps of cuts and facades of residential house;
  • Preliminary calculation of the cost of construction services and materials, purchased by the borrower. The total amount of the borrower’s funds on savings deposit account, opened with PJSB «Trustbank», and costs of indicated purchased construction materials/services shall not be less than 25% from the total value of reconstruction of individual residential house.

Mortgage loans for purchase of individual residential house or apartment in the block of flats on primary housing market

Required documents:

In order to receive mortgage loan for purchase of individual residential house or apartment in the block of flats on primary housing market the applicant shall submit the following documents to the Bank along with the application for loan (indicating the amount of loan):

  • Filled and signed application and statement of the Borrower, made in line with the form, established by the Bank;
  • Applicant’s residence certificate, stating information about all family members of the applicant and copy of the applicant’s passport (co-borrower);
  • Sales contract for the purchase of house, concluded between seller and buyer (borrower), which provides for the payment for individual residential house or apartment in the block of flats at the expense of the buyer’s (borrower) own financial resources and loan under the credit agreement;
  • Income statements of applicant and family members, living with the applicant, issued by employer from the permanent employment place (in case of permanent employment) for the last 12 months or copies of annual tax return forms of applicant and his family members for the last 12 months, authorized by local tax authorities;
  • Copy of savings book, indicating placement of funds on savings deposit account, opened with PJSB «Trustbank» in the name of the borrower for the amount not less than 25% from the total value of loan.

Mortgage loans for purchase of individual residential house or apartment in the block of flats on secondary housing market

Required documents:

In order to receive mortgage loan for purchase of individual residential house or apartment in the block of flats on secondary housing market the applicant shall submit the following documents to the Bank along with the application for loan (indicating the amount of loan):

  • Filled and signed application and statement of the Borrower, made in line with the form, established by the Bank;
  • Applicant’s residence certificate, stating information about all family members of the applicant and copy of the applicant’s passport (co-borrower);
  • Sales contract for the purchase of individual residential house or apartment in the block of flats, stating agreed value of the sold property, with the enclosures of notarized copies of the documents, confirming seller’s ownership rights;
  • Income statements of applicant and family members, living with the applicant, issued by employer from the permanent employment place (in case of permanent employment) for the last 12 months or copies of annual tax return forms of applicant and his family members for the last 12 months, authorized by local tax authorities;
  • Copy of savings book, indicating placement of funds on savings deposit account, opened with PJSB «Trustbank» in the name of the borrower for the amount not less than 25% from the total value of loan;
  • Value assessment report of individual residential house or apartment in the block of flats, purchased with mortgage loan. The report shall be conducted by independent appraisal company.

List of documents, which shall be provided by the borrower within 30 calendar days from the date on which the loan agreement was signed:

  • The original mortgage agreement with a note of its state registration;
  • The original sales contract for the purchase of individual residential house or apartment in the block of flats under the credit agreement, registered in the name of the Borrower with the State Committee of Uzbekistan for land resources, geodesy, cartography and land cadastre;
  • Certificate that confirms property ownership right;
  • Certificate that confirms the right to a land lot (in case of purchase of individual residential house);
  • Documents that confirm payment of insurance premiums and also insurance contract and mortgaged property insurance policy in case of partial or total loss of value of mortgaged property.
